Maryland B.A.S.S. Nation leadership helps get fishing license fees updated to benefit conservation

Annapolis, Md. — Roger Tragesar, Maryland B.A.S.S. Nation President, and Scott Sewell, the state chapter’s Conservation Director, were formally recognized for their contributions to a workgroup tasked with recommending updated fees for nontidal fishing licenses and trout stamps to the Maryland Department of Natural Resources (MDNR).

This initiative addressed long-overdue adjustments. Nonresident fishing license fees had remained unchanged for 18 years, and trout stamp fees had not been updated in 33 years. The workgroup was composed of representatives from the Sport Fisheries Advisory Commission, Black Bass Advisory Committee and the Coldwater Fishery Advisory Committee. These members collaborated with MDNR’s Fishing and Boating Services and Finance and Administrative Services, representing the interests of Maryland’s freshwater angling community.

The fee recommendations were grounded in a thorough analysis that included the U.S. Bureau of Labor Statistics Consumer Price Index for inflation, comparisons with neighboring states and evaluation of national and regional averages for similar licenses and stamps. This fee adjustment will enable the department to continue operating hatcheries to raise and stock sportfish, improve access to waterways, fight invasive species and manage fisheries for long-term sustainability.

In addition to his work within the group, Tragesar provided oral testimony before the Maryland General Assembly in support of House Bill 040 and Senate Bill 258, which proposed increased license fees to support freshwater conservation and fisheries management efforts in the state. The bill was passed and signed into law in, going into effect on June 1, 2025.

Both Scott and Roger volunteered their time and expertise to represent Maryland freshwater anglers and ensure sustainable funding for the mission and initiatives of the Freshwater Fisheries and Hatcheries Division. Their dedication and leadership are commendable and set an example for B.A.S.S. Nation members in every state.
